The Census Bureau has a process by which challenges can be made and addressed. The details are not complete; final regulations for the review, called the Count Question Resolution program, are due in May 2001. The program's official state date is June 30, 2001, after release of PL 94-171 data and housing unit counts from SF 1.
Challenges may be requested by local governments, tribal governments, and/or those representing them or acting on their behalf. There will be three types of allowable challenges:
Only housing units and group quarter counts may be challenged. There will be no additional enumeration
The CQR program will not review challenges to overseas counts of persons in the military and federal civilian personnel stationed overseas and their dependents living with them. Also disallowed are challenges to non-federal civilians living outside the U.S. and its territories.
The Bureau will not incorporate CQR corrections into Census 2000 data products. The corrections will be used for making annual postcensal estimates beginning with the July 2003 estimates release.
